Slower internet than I pay for

hello, i am currently paying for 12mb/s down and 1mb/s up and getting an average of about 8kb/s down and 2kb/s up. Its satellite internet and i know i'm throttled but even then it should still be 128kb/s down. could it be a issue with my modem or just my service? According to task manager it spikes up to 450kb/s down to 0b/s within a half a second. Any ideas?

Task manager is only monitoring the traffic going and coming to the computer, not the total speed. To find the speeds you would need to go to a site like speedtest.net

Those speeds are slower than dialup speeds. I would call your satellite provider and see what they say. While you may be throttled, the other variable may be that your satellite dish may not be aimed correctly for the signal.
