Slower Upload Speed on Network Card TP-LINK TG-3468

My motherboard Network adapter stopped working and it was easier to get a new Network card ($15) then return the board.
I got the TP-LINK TG-3468

Now my Upload is 0.25

On both my Old PC & New PC my Internet speeds have been the same.
4.50mb/s Download
0.80mb/s Upload

Is it that the card is just no good for upload? help D:
Is there any way to maximize my upload speed?

I doubt it's the card. I would run multiple tests and maybe restart router.

Ok, I'll restart the router. What kind of Tests would you recommend? I not great with networking so I'm not sure

Try moving a file from one PC to another via LAN and see what speed you get.
If you can move a file faster than 0.25 then it's your internet connection rather than card.
Also could there be anything uploading in the background while running speedtest or someone else using internet while you test?

No one was using the web except me.
I restarted my router and got my ISP to reset the line. result is about back to normal
