[SOLVED] Small micro-second spike/stutter every second, regardless of activity

As the title suggests my computer, is stuttering every half second or so regardless of what I'm doing. This is not an FPS problem in video games, it stutters when scrolling or just moving my mouse around.

I have Windows 10, RTX 2060S FE, R7 3700x at 4.25ghz, Seasonic focus plus gold 700w

all drives on crystal disk info reported back "good" and cpu and gpu temps are normal.

What are you overclocking (CPU, GPU, memory)? If you remove all OC settings and revert to stock speeds, does the behavior stop?

What are your CPU and GPU operating temperatures at idle and under load?

Have you scanned this system for malware recently?

Main drivers (video, motherboard chipset, network, etc) and Windows fully up to date?

I'm overclocking my GPU with MSI afterburner. +800 mem +120 core and maxed out power limit. Had that OC for about a year or so and had no difficulty with it. I'm also overclocking my CPU to 4.25ghz, can't recall the voltage, I've also had this overclock for a year or more and no problems.

GPU is at 42C idle and CPU is at 54-61C idle, I do not really put my PC under any load so I do not know those temps, but the problem occurs just even on desktop.

I haven't downloaded anything or clicked on any malicious links to have any malware introduced. But the windows defender scanned it last week or so and prompted with no viruses.

I just updated Nvidia drivers and windows and didn't result in any change

Also, not a matter of how long you have been OCing the CPU and GPU, but one of troubleshooting. If you drop the OC, does the issue go away?

Would I just select all of them? Also I'll get back to you with the overclock question

I've done this, turned off GPU OC, and lowered CPU OC to 4.125ghz and the problem is still happening. Could this be a GPU problem or should I look into fresh installing windows? The other person I mentioned did a fresh install and it didn't help, so not sure if it would help me either.

Look, just trying to help you. It is best to start troubleshooting from a known state. Please drop all OCs and then see how the system performs. Once the issue is resolved, you can set your OC settings back (one at a time) to see if that was the issue.

Try scanning your system, as well, with Malwarebytes, just in case Defender missed something.

I agree, Memtest 86 is good for testing ram.

Thank you for the help, but the real issue was hardware and it was a faulty HDMI cable.

Periodic stutter would usually be caused by background tasks. Close all of the background and startup items you can and then look at detailed process list in Task Manager for what tasks consume CPU time if the hiccups persist.

On my previous PC, I used to have an issue with firefox lagging roughly every second which was particularly noticeable while scrolling through long pages, never figured out why.

Haha very true. However it’s good to rule out ram being your culprit. It’s just helped me a lot with in the past.
