Smooth gaming questions?

Hi, im trying to get into pc gaming over consoles because i hate the trade offs with games on console. You usually sacrifice graphics, fps, loading times, etc and its not a good all around experience at all. My biggest biggest issue is slight laggy blur when you turn your character, especially noticeable in skyrim. If anyone could explain what causes these effects, and what I would need to look for in terms of hardware and monitor requirements. My friend said its coding, and im starting to wonder that fps is not the issue, but im not sure.
My current setup im considering is
i5-3750k & AMD 7850, although I really want to have max ultra settings and graphic mods in every game because i do want to amaze myself. Like i said above, on consoles you would have a tradeoff, on pc i want all 3, fps, graphics, no loading times etc.

Im planning to oc my cpu to 4-4.9 with the help of a extremely knowledgeable friend.

So anyway, what causes blur/lag, is my specs strong enough, etc.

The blur is caused by low fps. Go here, and on 25 fps one set 0 motion blur. You'll see how jittery it is.

In order to remove the jitter, they add a motion blur, which sort of removes the jitter, but takes all the details with it.

Also, if you want no loading times, get an SSD exclusive for games ;P.

Solution
As mentioned you want consistent frames for smooth movement. 60FPS with VSync on should get you there. There is also a feature in alot of games called motion blur. It adds some realism to games, but can be overdone. It also takes a graphical hit. So you can always turn this down or off. The jittering and non-intentional blurring means your graphic settings are to high for your card.

Also, a 7850 will not max out most modern games. Currently a GTX670 is probably the card to get if you intend to do this. I had a GTX580 and it wouldn't max a few games, however, an upgrade to a GTX680 allowed for this.
