Smps hissing sound, anti satic surge

Hi i am using i5 4460 asus h81m-d 4GB 1TB , Vip SMPS, its giving a hissing sound when computer starts , whenever i play game or use a while the pc restarts with a warning message on boot screen showing "power surges detected on power supply unit due to unstable power supply" please help anyone what might be the issue ? Also suggest a solution please.

Replace your SMPS with a new quality one. The longer you continue to use the VIP, the more risk to the components in your machine. VIP used shady numbers in their marketing by stating the "max" power (which may last <2 seconds before failure) the PSU can produce and not what it can sustain. I'll recommend looking at offerings from Antec, Corsair or SeaSonic for viable replacement. Do not buy a cheap SMPS (PSU), they are cheap for a reason and consider that your entire PC depends upon it providing clean current. Can you tell me is that the problem of the SMPS or my power issues because whenever i use an electronic device in my house there is current discharge and you can feel the current on the chasis or body of the equipment . I think my house lacks on Grounding could that be a problem as the VIP smps is a new one i cant afford to buy a new one , i have contacted seller they cannot replace it can only be repaired by manufacturer under warranty conditions. I have only two options right now.
1. Buy a UPS and use the current ViP SMPS
2. Buy CORSAIR VS450 SMPS but no UPS.

If your outlet grounding is faulty or non-existent, you will continually face the problem of instability from the PC regardless of UPS or SMPS installed (not to mention possible damage to your components).
As a rule, grounding your outlets isn't too difficult (under ideal conditions) but I'm not going to advise about that here since there are factors (regulations etc.) that I am unfamiliar with in your area. You would want to check locally into that if you're in a single residence dwelling - if in an apartment, complain to your landlord, but there may be ways to jerry-rig grounding even then (I'll leave that to you to discover).
As much as I hate to say it, your VIP SMPS should work for now (as well as any would) since you aren't pulling too much power (the big complaint about VIP PSU's is the overstatement of power available). The problem with putting a UPS in the mix is that the UPS will want to be grounded and may complain (alarm) if grounding is not there
The gist of this "rant" is that grounding should be addressed before any other action (especially before purchases). Here we have outlet testers (like these Images of outlet testers ) which show when the outlet is properly set up (checks ground and polarization) but I found nothing like that at Flipkart (they are handy)
 


 
actually i thought of making a new outlet especially for the pc which is grounded as grounding to the whole housing circuit will cost a lot , i will assign this grounding job only to an electrician , But let me ask this , even if i ground my outlet like i told, will that stop my hissing sound as there is only hissing sound from smps but smps will not stop by itself , the pc shutdowns or restarts due to the motherboard's inbuilt antisurge technology feature i guess. If got my outlet wiring repaired will this all go away? so that i could buy a ups and assign it to my PC .
 
It's really hard to say, I'd be wanting to blame the hissing sound on a bad capacitor venting but it may also be caused by restriction of the PSU's airflow. Considering that, try cleaning out the PSU real good with compressed air. With the PC unplugged from the wall, it is safe (and I recommend it) to put the plastic wand of a can of compressed air down into the corners of the PSU to blow out any dust that may be blocking airflow. It can't hurt and if the hissing is caused by restriction, may clear everything up.
