I believe this is more about evading import taxes then it is being able to buy them locally. China wants to encourage domestic computer/processor purchasing. Importing Intel and AMD CPUs though proper channels likely prices them out of the market except for the wealthy.

Might also have to do with the fact that intel processors dont have pins on the bottom rather just contact points the pins are in the motherboard CPU socket. AMD processors have pins on the bottom so if they tried to move them without protecting the pins they'd bend and possibly break off.

17% VAT in mainland China but 0 in Hong Kong and Macau. Lots of people do it because it's a quick half day trip on the bus or train. Chinese mainland custom bust one occasionally to scare people. Not that different from other borders where sales tax and VAT differ, or just to get cheap gas or drugs (the legal kind).

We have banned exporting our processor technology to China, whether consumer or government. The question is, does the Chinese government keep them? If so, maybe this is a way for the Chinese government to bypass the export ban.

As they say the chinese arent the smartest apple from the tree. Them smuggling Intel and not AMD is just another jab at how Anti AMD this website is. We all know from the benchmarks that AMD trades blows with Intel latest 13th gen, so 12th gen is behind. And efficiency wise AMD is currently beating Intel per watt. It just shows how dumb the chinese are just like this website.
