Hey guys does anyone know if it is possible to change the refresh rate via the settings.ini in my appdata folder for sniper elite 2

If you are using NVIDIA try downloading Refresh Rate Patcher and locking refresh rate in it.
Also one of the patches for the game claims this
- Added “-60Hz” command line option to force a maximum refresh rate of 60Hz, for users who find the game always boots into an unsupported resolution in fullscreen mode.
Seems like the max refresh rate is 60hz for this game.
Could you try the following to see if this helps?

1) right-click on 'Sniper Elite V2', and click 'Properties...'
2) On the 'General' tab, click on 'Set Launch Options...'
3) Type "-60Hz" in the box that pops up, click on 'Ok' or 120hz depends on how much hz does your monitor support
4) Close the 'Sniper Elite V2 - Properties' window.
5) Launch the game as usual.
