Sniper Ghost Warrior 3: Minor stuttering in game

Here are the system requirements for the game: Sniper: Ghost Warrior 3 Requirements Test

My specs:
i5–6600k,
8GB RAM 2666mhz,
AMD RX480 8GB,
640GB HDD
Cooler Master Hyper 212 Evo
Corsair 650W PSU

It’s not very noticeable but it happens from time to time. I tried settings from Low to High and still the same level of stutter occurs. Is it RAM or GPU?

Use MSI Afterburner and see what alters the same time as the stuttering.
It might just be a program that runs in the background that steal too much CPU.
And run your antivirus program to check for viruses/malware
