My system specs [Basic]
CPU FX4300
RAM Corsair DDR3 4 GB(1 x 4GB) PC RAM (CMV4GX3M1A1600C11)

The problem : I made this rig in March 2014.I used to have a laptop.I am studying away from home.I cannot manage a beast computer that way but for my gaming needs i decided to make this pc. But Ever since i have made this rig i am unable to play games smoothly.There are always micro-shutters during game-play.Now Since i run all games at 1600x900 .Most game automatically set themselves up at high-ultra settings, pre-2013 games with vsync on and post 2013 games with v-sync off.I get good fps in mordern games that include Batman Arkham Origins And Assassin's Creed Black Flag.Batman Arkham origins average fps in normal settings with in game bench-marking tool gives 58fps and Assassins Creed Black Flag Digital deluxe edition is the only game by far that runs smoothly without shutters(However the normal version i had shuttered a hell lot),but that was before the patches and update.Literally thousands of hour wasted to find the solution.Formatted from scratch many times.My computer is heavily optimized and runs like water.
Now i had this windows 8.1 infamous 100% disk usage problem.Most solution pointed to disabling superfetch,Windows Search and BITS.So except BITS i stopped the services and it helped.And I use razer game booster which stops BITS before gaming.Now the problem is games like skyrim shutter a lot(Its Gamebreaking)Everything runs at 60fps but then jolts of shutter set in.So i analyzed that superfetch and prefetch actually analyze the material to be used next and load it from disk drive to ram.My ram usage in any game barely hits 80 as my system is only using 1gb of ram. 3gb of ram is there for game which is the optimal one.Yet i get shutter.Now all hardware equipment are healthy and software updated all time.No burdensome background task running in background.Still the micro-shutter are always there.So i figured disabling superfetch is like disabling pagefile(so maybe even if everthing is displayed ok in ram usage maybe there isnt any real free memory where files from disk will load).It points then to rpm but my friend has R9 270x and he and i use same drive so it cant be rpm problem in a way(though just to note his hard disk failed after a week and he got it replaced same model still).
Now skyrim shutters not just in 1600x900 resolution but in all resolutions at the lowest with low settings(it automatically sets itself on ultra by default).In windowed mode during loading screen the whole window freezes a bit(with not-responding at title bar).Not just skyrim many game shutter one point or another.
Bioshock Infinite,Dark Souls II all run on high or ultra by default.But they all shutter , all of them except Assassins Creed : Black flag(Digital Deluxe Edition)If there is one i cant notice though it definitely does not run on 60 fps its somewhere from 40-55.I never benchmarked the new one but i feel it.The smoothness is superb the kind i wanted
Please note that shutter even happens on lowest resolutions so its not Vram problem,
At last the only two solutions i see is either trying Windows 7 or buying more ram.
So my question is , 'Is this in any way a ram problem'.
Also for additional information when i switch on my room lights sometimes my pc makes sound of something inserted and pulled off like pen-drive(its usually my WiFi adapter but it happens very rarely).I use 3 adapters apart from my mouse and keyboard in my usb ports.
two bluetooth adapter for my duel-shock 3 controller and bluetooth headphone and one for wifi.
So is this a power issue .Nothing overheats though everything is real cool with CPU idle temps from 12 to 18 degrees on numerous tasks and gpu at 37.This increases while gaming but nothing unusual. Additionally i set gpu fan to manual to run at 50 to 100 percent when temps are above 50.I don't care for fan i do care for gpu.
Would buying more ram help.I need a proper answer.I never get replies in forums like these even after being thorough if i dont get proper answers this time i am not posting anything ever again.
I am looking forward to playing shadow of mordor without shutter.
Yes buying ram may sound cheap to you but i am always on budget.Buying more ram which i am not going to use is a pure wastage to money in terms of money and for sake of technological waste dumping in our dear planet earth.
I would be thankful for replies from anyone as long as its not pure idiocracy.
