So i watched a lot of videos on YouTube about people playing games like COD Advanced Warfare, COD World War 2, COD Infinity Warfare, COD Remaster and COD BlackOps 3 running at 4GB DDR2 ram here are the videos

So my PC has core 2 quad q6600 GT1030 4GB RAM but i can't run these games without it stuttering and lagging like hell. In the videos they even have lower RAM usage than me, I tried turning all applications off but still the same thing. Its really weird because i can run games like DOOM 2016 and Resident Evil 2,3 remake on my PC without much issues but any COD games released after 2013 barely runs on my system so what could be the issue?

You're running a quadcore CPU that is clocked at 2.6Ghz and uses Core 2 architecture from 15 years ago. COD is not exactly CPU-heavy, but your CPU is only just clinging on to being able to run Windows, never mind modern games.

Lucky for you, Nvidia still optimise their drivers for that CPU, so you can acheive semi decent performance in modern games even using a CPU that's older than both of my teenage children. COD is a game that Nvidia gives extra love in driver updates, and the COD profiles are the ones that always get the most performance tweaks and improvements. Windows 10 is your friend. The latest Nvidia drivers are well optimised for Windows 10 but Windows 7 is an end-of-life OS that doesn't receive as much TLC in the driver updates as 10 does at this point.

You can usually pick up a Windows 10 Home key on sites like CDkeys.com or your favourite copycat site for like $5, or Pro is $10

Yeah i should update but i heard win 10 spies on and is notorious for bad updates that's why i haven't updated yet. Is win 8.1 good?

Win 10 is far far better than 8/8.1.

Spying? That has all been backported into 7 and 8 anyway.

"Bad updates"? Yes, if read all the scare stories.
Update "issues" happen with EVERY OS update, across ALL platforms, since forever.
Apple, Linux, Windows.
Win 10 is no worse, and probably better than most.

No, Win 8.1 is not good.

And you heard wrong. Windows 10 does have spyware installed by default, but you can disable all of it during install in some simple menus. Then a few more bits of bloatware to unsintall like onedrive, various games and advertising things, and you're good to go.

It is quite a lot worse than Windows 7 in that regard, that you actively have to remove and disable things that it installs by default just to have a working computer that doesn't spy on you, but that's life I'm afraid. You're already bumping up against the limits of Windows 7 now, and it's only going to get worse from here.

As for the updates. Meh. As long as you don't opt in for "Early Access" or any of the Supa Sekret Beta programs, you're generally going to be completely fine. They went through a bad patch in 2017 and 2018, but things are generally fine with the updates now. The only annoying thing with them is that sometimes they try and reactivate the spyware or reinstall the bloatware so you just have to keep an eye on it.

And the plus sides are you get a fully working, modern OS with performance optimisations and full support for modern software, all the latest drivers the day they come out, etc. It really is a lot better than Windows 7 once you disable the Cortana BS and remove all the crap from the Start menu.

However they no longer optimise drivers for older CPUs on Windows 7 (or 8), only Windows 10. They can only go so far. They can only love you so much.

And 4GB is a huge bottleneck. Although I'm sure the guy on the youtube video pulled it off, he would have had to heavily customise Windows to get it to run that well in 4GB, and you probably aren't doing the same on your system.

Unless you're prepared to dive into the registry and disable absolutely everything non-essential from running or loading, then you will need at least 8GB for those games, ideally more.

Lastly, it's your GPU. In the videos you linked they use a GTX750, which is quite a bit faster in games than the GT1030, which is not a gaming card but more of a general purpose desktop graphics card. You could sell the GT1030 and possibly find a used GTX970 to replace it for the same money, but much better gaming performance and would be even better performance than in the videos you linked.
