There should be some increase but also depends on games used and if they prefer CPU or GPU or even memory speed. Generally up to 1008p, CPU is more important but a game may run at higher settings with better GPU, maybe smoother too.

If you're not maxing out your cpu and are maxing out your gpu, sure.

Going from a GTX 960 to a 1660 TI will be a massive boost. That is like a 130% increase in performance. Even on my OC'ed 2600k, going from a GTX 970 to a GTX 1070 was a 60-80% increase in fps for most games and helped extend the life of the system another 3 1/2 years. If you are on slower than DDR3 1600 ram, buying a used or new 2133 kit can boost fps by 5-15fps depending on the game, assuming you have a motherboard that can overclock.
