My rig:
I5 4590 (W-Aftermarket Cooler, I know the stock cooler is loud.)
MSI GTX 970
8gb 1600mhz RAM
WD 1TB HDD
EVGA 500W PSU

My Questions:
What does the phrase "Med or High" Settings mean? Would I get 50 fps on med and 25-30 fps on high?
Will an I5 4590 bottleneck the 970?

you have the right idea. the higher the settings, the more after effects are added to the images and thus more power it needs to be able to do it. so higher settings will lower the fps. the 970 however will allow for max settings at 1080p for just about any game out there right now. no worries there.

as time goes by of course you will slowly lower the settings as games become more gpu hungry but this will take a number of years before you'll want a new gpu.
If you are on 1080p you should be fine and not have to worry about it. Medium or high settings would be for graphics settings in game. The CPU shouldn't bottleneck the GPU at all, if not, very slightly. If you run on 1440p or higher, maybe lower your settings a bit.
