Basically since I've got my pc from cyberpower pc (do NOT buy from these guys!) I have quite literally had nothing but problems. My rig has an i7 4770k, evga sc 780 ti, Gigabyte z87x HD3 and a thermaltake sp-850m, those are the important parts anyway. After returning my pc once already, CP has made it pretty clear that they're not going to help me any further so I guess im on my own...but anyway to the problems.

PC boots to black screen, I get a gigabyte startup display, windows logo with a loading symbol and then black screen and monitor shutting down

When PC actually does boot properly, the GPU barely works at all. TDP is always under 50%, not entirely sure what that means. Load fluctuates between 60% and 80% never going above 80. I do not have any temperature issues and I have reinstalled drivers, reseated everything and the problem still persists.

My CPU is always under full load according to my appcenter monitoring, sometimes load spikes to 5.2, even though my cpu is clocked at 4.1. With this many problems, i'm suspecting that my problem may be more than one component, but CP is literally useless and I will lose a lot of money if I refund. ANY help anyone can offer for troubleshooting would be great so I can RMA individual components

Sounds like you might have a bad OS install. You may want to start by reloading that. I would also reset the BIOS they may have done a crappy job overclocking as well.


Gotcha. Alright well easiest way is to go to the BIOS hit whatever key it says to go to setup delete on your board I believe. should be on that gigabyte startup screen. Then look for an option to reset defaults or load optimal settings etc. just hit yes to that and it will reboot. You will lose overclock but you can always redo that later.
 
Alright i'll give that a shot right now! It might be worth mentioning that occasionally my pc will boot normally and play games properly (its glorious), but there doesn't seem to be any variables or reasoning behind when it does. It just happens at random like it works when it wants to
 
Reset bios, everything looks good so far. if it can manage to stay that way for a few more reboots, I think I can call this problem solved!
EDIT: 4770k boosting to ~3.7 under load is normal right?
 


Awesome sounds like they screwed up the OC then. and yes the 4770K can boost up to 3.9GHz but that depends on how much load is on each core and so on. 3.7GHz sounds about right for normal loads with more than one core in use.
