[SOLVED] So my motherboard is dead but i think i found the problem

My question is what is the part that has blown and should I get it fixed or just buy a whole new board.

By the looks of it and placement it looks like a controller or voltage regulator for CPU cooler fan. Many motherboards will not let computer turn on or run without that fan running.
