Ok so I'm stumped on what has/is happening

I have been using a lower end build since november. An x4 860k, gtx 660, asrock fm2a68m, the whole sort. Last week I decided it was high time to upgrade my cpu. My friend gave me his old asus p8z77-v-lx for my birthday. So I ordered an i5 3570 from ebay and got to work. Yesterday my cpu arrived, I popped it in, plugged in all my components... and nothing. After asking some guys on the motherboard forum I thought (since all my lights on the mobo itself and the psu was working) that the front panel header on the mobo was broken. Even shortening it would not work. So today when I got home I plugged in my amd x4 860k and the same thing happenes. I would see lights on the mobo and gpu, the blue led on my power button would turn on, and yet the computer would not turn on. Here is where I turn to you

Is it the case? Did I accidently static shock both motherboards? Or am I stupid and forgot to do something

I am on my phone and don't know how to post pictures but I will describe as best as possible

Solution
I would double check to be 100% sure all the power plugs are firmly connected(remember you need that 4/8 pin cpu power and video cards tend to require power as well) as well as your F_Panel.

Make sure no standoffs are in the wrong place under the board as well.

Everything has been checked, no standoffs, when I press the power button, the blue lights on my versa h22 comes on as if it was turned on, when in reality nothing has turned on

He asked if no we're in the wrong place, the way you answer sounds like you didn't use them which you should.
Try this list for some checking,
