When I use Shadowplay to record I really dont get much of any performance drain so I will say streaming is tougher

Shadow play uses built in decoders on Nvidia cards so it'll only work if you have one.

To answer your question, streaming will always take more resources than recording using the same encoding settings.

When you stream, you are essentially recording, encoding, and packing that file for delivery to the internet all at once.
