There's more info about socket F (dual core) Opterons.
It'll feature DDR2 800 memory, 10 million more transistors than Rev. E Opterons, will be released at a speed of 2.6 GHz (2.7 GHz is possible) and only consume 95W of power. It also incorporate AMD's and IBM new PD-SOI process (Partially Depleted Silicon-On-Insulator)

i would say 'only' too

considering 486 consuming 20W and the performance of the socket F procs are more than 5 times the computing power, its good.

I personally can't see anyone justifying a server CPU at 95W. For a desktop I could maybe see justifying it. (Though personally I don't think any one processor should go over 80W.) But not for a server CPU.
 
yeah i would think its high too but sadly unless they can go past the current transistors i would think this will be the thermal envelope for the next few years
