Software for interpolation of video frames?

Forgive me for possible misuse of terminology. I have shot some MPEG-4
clips as *.asf files at 10 fps to save storage space, but they are
noticeably jittery when played back. Is there any software that can
"interpolate" the frames (in temporal sense rather than spatial sense)
to fill the in-between frames to reproduce or fake smoother 30 fps
clips? Shareware (cheap) will be preferable.

The DynaPel company makes a software program called MotionPerfect that
can do what you want. I bought a copy mainly because of the very good
slowmotion effects it can make, by interpolating frames. I haven't
used it for more than a week so far, but I don't think I'm wrong when
I say that the quality of the interpolation depends on how much
movement there is between the frames. With too much movement, you can
get smooth video, but the interpolated frames will be distorted.
So from 10 fps you can get 20 fps, very possibly, but 30 fps only if
you're lucky, and the movements allow it.

Cheap? Not very, but not very expensive, either, if you have use for
it.
I just stumbled over this program, I don't know what the alternatives
are, in the the not-very-expensive price range.
