Software to edit sound like voices

Hi i need to edit a record and try to edit voices to better understand what people are saying. Any special software to do something like that? Thanks

When you say record, are you referring to an audio recording of music, or just a regular movie?

If it's audio, you would typically want to use a program such as ProTools or Audacity (free) to try and manipulate the audio track to enhance it. If it's a video, I don't know of any specific software to do that other than working with a subtitle editor to offer an alternative.

The objective is to enhance an audio phone record voices that are too low and dont understand some words. I want to enhance those voices to understand what people are saying to after that play the audio to other people like a speech

You would have some sort of audio editing software as mentioned above, but would need a way of retrieving the audio track or importing it somehow.
