When i try new cpu i5 9400f, i can charge my phone, headphones withthe usb jacks, but it wont turn on at all, no fans spinning just nothing, if i revert to my previous cpu g4560 pc is fine, boots up and all that. Tried cmos reset, jumper reset, repositioning ram and gpu, tried 30 seconds power button hold, so what is wrong with this new cpu oh and i already had thr updated version of my bios 2.50

The B250 chipset does not support 8th and 9th generation processors. You need a 300-series chipset motherboard, like H310, B360, Z370 or Z390. Recommend the B360 chipset.

Actually, since you have a 9th gen processor, you might have to go with a Z390 because the other chipsets require a BIOS update to support 9th generation, and the BIOS update requires an 8th gen chip. If possible, get the retailer of your 300-series board to update the BIOS for you at time of purchase itself.
