Question Occasional rare stuttering / micro freeze on laptop while gaming on emulators ?

Hi there. I would like to ask for advice or maybe even solution to a problem i am having recently. I noticed some rare micro stuttering while playing 2d games. It happens like once a minute, or sometimes like once every 30-40 seconds, so it's not always there. If i check fps, then it generally shows stable 60 fps, but when this happens it drops to 58 or 55 fps (in some rare occasions fps shows spikes and increase to 69 fps). Sometimes even sound is intact when this happens, but other times you can hear sound stutters too. This is happening when i am using Mednafen emulator to play sega genesis games, also this happens with melonDS, tested with Contra 4 game.

I tried to limit the FPS to no more than 60 in nvidia control panel, and turn on and off the vsync in nvidia console, but nothing works. Interestingly, some other emulators like mame or even more modern consoles ones like xenia canary - do not have this problem. Common pc games i have on steam also don’t have it (but many of them run above 60 fps, so maybe when fps drops it is not as noticable?).
What can be the case do you think and what else can i try?
It’s pretty rare and barely noticeable but for me if i see any imperfections it drives me crazy.

Anyway, i am on an Asus TUF Gaming Laptop with:
11th gen Intel Core i5-11400H 2.70 GHz CPU
RTX 3060 dGPU
Windows 11 on an SSD

Here is an example on how it looks with nintendo DS emulator, at 1:46-1:47 the lag happens and fps counter shows 57 fps, then at 2:46-2:47, minute later same thing happens, fps drops to 56. Same thing is happening with Sega emulator too.

Interestingly enough, I tried this on my old MSI laptop I got back in 2020 and it didn't have this problem, whil runing on "balanced" power mode and using integral GPU with 128 mb's. So, I wonder, is this a CPU problem maybe? I just can't think of how I can identify this problem, what is causing it?

Now this is interesting. I've just checked again, and found the following: my Disk 1 SSD is 0% during the whole stable 60 fps situation but it changes to 10% every time the lag occurs.

So, SSD can be causing this?

How much ram do you have?
Are you running any other tasks while gaming. Discord perhaps?

Nope, shouldn't be. Also no discord, or other messengers. As for RAM I have 16 gb.
