Some Games stuttering on pc

Hello guys I have been using i3 540 over locked @4.0 GHz
6gb ddr3 ram @1450ghz
Nvidia gt 1030
Toshiba 1tb hdd@7200 rpm
Frontech 450 w PSU
Panasonic full HD led TV 32 inch using HDMI cable for gaming

The main problem I am facing is that some games like batman arkham knight, quantum break stutter a lot.
The CPU usage while playing these games is not more than 60% ( using hyperthreading) ram about 5200 MB and GPU just 0 to 70% . Some games like ac unity,fc primal are working fine.
By the way I am using latest nvidia drivers. Please help guys.

The minimum CPU requirement for Quantum Break is i5-4460 and Batman is i5-750. Your chip is below the minimum requirements of poorly optimized games. Batman is one of the worst running games ever on PC. It is not surprising that those games are not running well on your system.

If you still think there is a hardware issue, then go to userbenchmark.com and run a bench. It is a free bench and will test all your hardware and show you how it is performing to others.

Solution
I tried this on my rig I didn't had any issues . I think the GPU is bottlenecking ur CPU that's why u experience sudden framedrops. Its the both problems less optimised games plus poor hardware that's why.
