Some Mysterious Problem With My Computer

As you can tell from the title, I've got a problem with my computer I have been trying to fix for the past 2 days. It all began with reinstalling windows (which might be my problem; GOOOO MICROSOFT). After reaching the desktop, I installed the AMD Chipset Drivers for my Ryzen Processor and installed my GTX 1080 drivers. I rebooted and proceded to install a couple small programs such as Google Chrome and Steam. After steam finished, I downloaded the smallest game in my library, American Truck Simulator, and waited for it download. (In the meantime, lovely Windows Update did it's thing and installed security updates and stuff and requested that I did a reboot which I did after downloading the game). Once on the desktop, I started the game. Once the screen went black it all began. I heard this god awful noise coming from inside the case that sounded like mini screaming and scratching going on. It froze actually going through the intro screen where it does its animation (which I found odd). So I alt+f4'ed the game and went to the desktop. I took off the side of the case and listened closely to the computer to find where it was coming from. Sure enough, it sounds like it was definitely coming from my Graphics Card. I uninstalled the drivers and shut it down to switch graphics card's to test (used a GTX 960 I had), and reinstalled the graphics drivers. I tried starting the game and it was actually able to go through the loading screens and to the game; however, I was still hearing the same noise, just much quieter. So, does that mean both graphics cards are experiencing coil whine? Using the gtx 1080 it sounds like this ( https://youtu.be/4q5mK9s6dww?t=2m34s ); however, using the gtx 960 it sounds like this ( https://youtu.be/xKHZmr-aR6Y?t=3m21s ), which the guy in the video says is the cpu making noise. I don't have another cpu to test, but is it both the graphics cards, the cpu, or my motherboard (because I just got this motherboard maybe a couple weeks ago and it was a refurbished model). Or, is it my luck of reinstalling windows? Any body got anything?

My Specs:
CPU - Ryzen 5 1600x
CPU Cooler - Corsair H115i Water Cooler (Also tested a Hyper 212 Evo to check for consistency)
GPU - MSI GTX 1080 Gaming X 8G
RAM - Corsair Vengeance LPX 8gb (2x4)
MOBO - Crosshair VI Hero AM4 (this is the one I just bought, I also have an Asrock X370 sli killer a/c that I tested this on and it made the exact same noise)
Hard Drive(s) - 250gb Samsung 850 Evo ; 1tb Seagate
PSU - EVGA 650 GQ 210-GQ-0650-V1 80+ GOLD
 
"IF" it is Coil Whine I would do one of a few things.
1. Ignore it. Once you are in game you should not be able to hear it.
2. Download MSI Afterburner and crank up your fan speed to drown out the coil whine.
3. Do both steps 1 & 2.

The other option is that its your Liquid Cooler Pump running as fast as i can. In your discription you didn't say if you had installe the Software for your liquid coolers pump. If you did then iqnor this and the last sentence and just try the other things listed.

Hopefully Its one of those things.
 


That’s the thing, with the gtx 1080 I cant play games at all. It freezes once in game.
 


Well, that’s the thing. It won’t load into games. It freezes during the loading screen or freezes once I’ve loaded into the world. So it seems like it is having problems rendering or something.
