Hi, I built a new pc 2 weeks ago. At first I noticed this problem but I thought it's because of the game itself. However, I figured it out it happens in every game- especially in open world games (Witcher 3 Next Gen Update, Batman Arkham City, RDR2, Resident Evil Village, GTA V etc.). Before new build, I got rtx 2060 and played those games without any problem.
My system specs:
CPU: AMD Ryzen 5700x
RAM: Corsair Vengance RGB PRO 32gb 3600mhz CMW32GX4M2D3600C18 DDR4
Motherboard: ASUS B550-F
GPU: PALIT RTX 4080
SSD: KINGSTON KC3000 PCIe 4.0 M2 1TB
PSU: CORSAIR 850W GOLD
OS: Windows 11 64 bit
My bios is latest version and all my drivers are up to date.
Here is one of the examples:
Witcher 3 Next Gen Problem : You can see the rocks are not loading on the ground until I get closer.
I will add more examples once I go home again.
