Some power supplying problem

So the problem is this.When I turn on the computer,cpu fan runs at max speed(which normally doesn't),graphic card fan is powered briefly and then become unpowered so the fan stops very soon.The screen does't show up.
I tried to reset the bios in every way I can try,but it won't get fixed.
Is there any possible fix?

Post your full system specs but really looks to be between PSU or motherboard.

PSU:Superflower SF-500P12A

Why am I using external GPU when I have APU?The integrated graphic is fried that it keeps giving me bluescreens...

I would blame it on a bad motherboard, your APU would not work with fried GPU I would think.
