Something is changing my IP to a different location...

For the past 4 days, my IP address has changed to a complete different location from where I live.

I now apparently live on the other side of the atlantic ocean.

I've restarted my router countless amount of times and sometimes it goes back to normal but every few hours it changes again and there's nothing I can do about it.

I have no clue what it is, calling my ISP has never ever ever solved any problem, so I'm reluctant to even try doing that.

I've uninstalled every piece of software that seemed like it could do that (VPNs, web browsers...even uninstalled chrome).

This is horrible since I am getting horrible speeds (watching a youtube video at 720p is impossible) and I really need good internet, especially for my job.

If anyone has any idea what might be causing this and how to fix it, it would help me a bunch.

Go into your router and look to see what it thinks it wan IP is. Most will tell you the IP that was assigned. Then use a service like whatsmyip to see if they match.

If they are difference then you have vpn or some similar software on your machine.

Traceroute will also give you a good indication of strange issues. The first couple of hops should be fairly low since they will be in locations near you. If you see a very large one in the first hop this again is a indication of a vpn or proxy or something like that.

You actual IP can not actually move around that much. The smallest block a ISP can advertise out to the internet is a /24 this means they would have to move 255 addresses around at a time and there are safe guards in the internet that restrict rapid movement. This is mostly to prevent hijacking of IP blocks by hackers so it is highly unlikely the ip of your router is actually moving around.
