Something is terribly wrong with my Computer. Lag Spikes with good GPU.

While playing games (Most games) I seem to get tiny lag spikes while playing. As in it will be running 60 fps (limit) and suddenly freeze for a millisecond (Yes it is frozen for a slight second, and no more or less) and then 60 fps again. On the fps counter it shows 55 fps, then 60 fps. This is happening on most games, and I tested it on TF2 (Which I'd assume should be running perfectly without any lag spikes what so ever). I have the latest Geforce GPU driver- 340.52. I tried changing batteries on mouse, etc. (But again it shows on the fps counter). This happens quite a bit, and it is really annoying/ noticeable.

By the way, this doesn't happen ALL THE TIME, the games are playable, but I am concerned something is wrong and it keeps on GETTING worse. I don't know exactly when this started occuring, but I can tell you it use to not occur at first.

I doubt it is a bottleneck by all means. The i5-4690 is a very good CPU. It also seems to go to 40-30% CPU usage in game on TF2. I am guessing it is a CPU problem. (It also stays around 50-55 Degrees Celsius while using HeavyLoad CPU stress test).

Using CCleaner has helped the problem a bit, but didn't completely fix it.

It isn't the Storage's fault. It lags the same when putting game files on the SSD or HDD.
I have a feeling it is the CPU. It gets 40% CPU usage in Minecraft and TF2 (Which isn't normal at all). Any ideas on fixing that?

I have tried a different monitor/ monitor cable. This didn't fix it.

I have tried a Memory Test. No Problems on the Memory.

I have tried disabling all services except Microsoft Services, and Startup Services in MS Config. This didn't change a thing.

If possible, could I somehow install Intel HD 4600? It says I can't, but the Intel I5-4690 processor does have it. Any ideas on how to so that I could eliminate the GPU from the list of possible errors? I don't have any other graphics cards, or have any friends that I can trade GPUs with. Any idea on how to do that?

World of Tanks seems to get this Stutter the most. The stutter didn't occur before when I first got the computer, and now it is occuring. This means this stutter is new.

I removed files from my HDD and that didn't change anything.

I have tried lowering graphics in games. This didn't not fix this problem though it did increase the FPS in these games. Such as in WOT. But that isn't what I was looking for.

In CPUID HWMonitor, my VIN4 Voltage has dropped as low as .016V and as high as 1.120V. Is there something wrong there?

Any ideas on what may be occuring?

HARDWARE that isn't causing it:
-The Wireless Adapter
-The RAM (I tested it)
-The Monitor and Monitor Cable
-The Keyboard and Mouse. It is doubtful since the lag spikes are different in every game.
 
Since I still have yet to send in my GPU, I want to give an update. I still believe it is the GTX 770. Here are some other games I tested:
Borderlands 2: I get lag spikes every now and again. It seems to be random.
Chivalry: Now this game has it terrible. Whenever an objective is completed, a 2-3 second lag spike occurs. This lag spike brings it down to 0 FPS by the way, freezing the game completely, like all other lag spikes. It is really ANNOYING. Sometimes, just randomly, one will occur.
World of Tanks: When a game starts, it freezes for a second, and whenever I look around/move the tank it sometimes occurs.
Portal 2: If I place my first 2 portals after loading in it causes a small freeze, and sometimes while loading areas it freezes for a millisecond.
Team Fortress 2: Same as Portal 2: While looking around it causes millisecond freezes.

Before I send it in, any ideas on other hardware that may be causing this? I don't want to send in a working video card if that is not a problem. I have tested Intel HD 4600, but that is such a terrible card that testing it wouldn't even be a good idea.

When the lag spike in Chivalry occurs (for like 2 seconds) the GPU usage spikes down to about 10-5% or even lower! But that is because the lag spike is so long.

ALRIGHT I think I LOCATED the problem, but can't fix it. When playing games, apparently my IA Cores and GT wattage lower from 50-20W to 2-0.05W when the lag spikes occur. My processor isn't overheating, and it is random. Could this be the problem? Is there something wrong with my power supply? Please give input.
 
I have some more news. While the internet does seem to increase the amount of lag spikes I get, it still gets some with/without the internet adapter. Weird.

While playing Garry's Mod, the more items I have around, the more lag spikes I get. So if I have no items on a giant map, and walk, barely any lag spikes. If I place like 20-10 bouncy balls, or some couches, I start getting this weird much different lag spike. This lag spike isn't random, it spikes every about 4-5 seconds, and every other spike causes a double spike. What I mean is it goes like this - Spike, 4 seconds, Spike, Spike, 4 seconds, Spike, 4 seconds, Spike, Spike, 4 seconds... etc. Just like that. With or without the internet adapter. Could someone else test this in Garry's Mod using a iGPU? It could perhaps be my iGPU (Since I am still awaiting my 770 to come back after I sent it in because I thought that was causing it)

Also, those lag spikes don't occur in Chivalry anymore. Updating drivers and all seems to have fixed those weirdly enough.

Games I notice with lag spikes still (Top is highest, bottom is lowest):
Garry's Mod -Almost unplayable
Space Pirates and Zombies -Whenever something speeds into the screen, I click on the radar map, whenever anything happens pretty much. Still playable though.
Team Fortress 2 -Very playable, barely happens, but still noticeable. Happens a lot in MvM especially whenever a wave starts.
Portal 2 -Doesn't happen close to as much anymore. Very playable.

I am gonna try uninstalling some things. Maybe Steam is causing it after its update? Who knows. No idea how I would test games though without Steam.

I think I have something to sum up this lag spike. Something is making it so that whenever something loads into the game, even though it is a small thing, or something that may have already loaded before, it will cause a lag spike. No matter what. The more things loaded into the game, the more lag spikes I get too, even if it isn't loading these things. I know loading would cause lag, but I don't notice this on other computers. I don't notice it on youtube videos. If this helps you pin point what may be causing it, please say so! It would help me a bunch!
 
Alright. I am presuming this is the motherboard. I don't know what else it would be, Power Supply unlikely, CPU unlikely (not on full load), NOT GPU (iGPU does same thing), RAM doesn't seem to have errors but I may test it more, can't be HDD/SSD since the same lag spikes happen no matter if on SSD or HDD. I don't know what else it could be. I attempted to push any plugs in that may have been loose, no fix. This is NOT internet lag spikes, this is FPS lag spikes. The USB devices don't cause it, lag spikes occur when plugged in/not plugged in.

I also just noticed that this occured when I first got the computer since I remember noticing lag spikes in GMOD before I got worried about lag spikes. I thought it was a mod causing it, but it wasn't.

This isn't a software issue. I reinstalled Windows, and it still causes the same lag spikes.
 


I know this post is old, but did you change your motherboard and did it fix the problem?. (Im having the same issue ;( )
