Something wrong with cpu.

My cpu had been workinh, until a couple days ago I put new thermal gel in between my cpu and heatsink. However my father asked what I was doing and and pulled off the heat sink before I could stop him,and the cpu came with it (the tr jigs that locks the pins in place wasn't unlocked). Does anyone know why my fan isn't working? I have the 4 pin thing plugged in, and everything else works. Also my cpu reached 71 degrees Celsius in about 1 and a half minutes.

What CPU? If it has Pins I'm guessing it's an AMD? it should not be hitting 70c, period.

Disassemble the CPU and heatsink. Check for any bent pins. Carefully straighten them.

Clean the thermal paste. Reapply some paste, and re-mount the heatsink.
I guess you should ensure that the fan is connected to the proper fan header, and look in the BIOS to see that the CPU fan is trying to be powered. There is a good chance that the heatsink fan is broken in some way, though.
