Something's wrong with my modern UI!

I was having some trouble earlier today with my Windows 8.1 64-bit, Non-touch screen laptop, it was not loading anything, when I tried to copy or delete a file, the progress bar would linger at 0% and when I clicked on the x to cancel it, it stayed there, saying 'Cancelling 0%' and it never went further. Even Norton Security and AVG, when I tried to scan the computer, they both were stuck and the progress bar stayed as it was. I restarted the computer and it still happened.
Then when I turned off the computer and turned it back on, it said it was installing updates and after about 13% a light blue screen appeared saying that the PC crashed and that they were collecting some info and that it would restart automatically. When that was done, it said 'Windows was unable to finish installing updates' or something like that and in the next line 'Undoing updates' I think, I can't seem to remember exactly what it said. It then said 'Installing updates' again and abruptly, the screen went black for about 5 seconds and came back on and it said 'Windows was unable to finish installing updates' 'Undoing updates', as I said above, I can't remember exactly what it said. Then it installed updates and undid updates again.
It installed and undid updates several times for about half an hour to an hour or so. I didn't touch it while that was happening, I did other stuff on my other laptop. I came back to my laptop a couple times and waited and saw that happening. The last time I checked it, it actually started up windows after either updating or undoing. I was relieved because I did not want to turn it off and ruin something while it was updating or undoing.
But there was one small difference with my laptop, that is, when I tried to get my charm bar by shifting my mouse to the bottom right or top right corner of the screen or using a synaptics(driver) mousepad shortcut by swiping to the left from the rightmost part of the mousepad. Neither did the UI work when I clicked on 'Windows 8 Menu' in my start menu(I have a software called Start8 that, and on the top of the menu you can click on 'Windows 8 Menu' to get to the UI start menu) or even when I Ctrl-clicked the Start button(Start8 feature).
I even disabled Start8 and the start button was completely stagnant, just there, nothing happened when I hovered over the start button and nothing happened when I clicked on it, except for the 5 second loading gif on the mouse. When I clicked on the internet icon on the bottom right of the taskbar, nothing happened except for the loading mouse. And the last thing was the App store icon on my taskbar which, when I clicked on, an error message window popped up, at the top(the title of the window) explorer.exe and the message said : 'Class not registered' with the little red error X http://outlookrepairhelp.com/wp-content/uploads/2011/10/error_button1-300x300.png and the OK button on the bottom right. I am not sure what is going on with windows but I think it has to do with the update and the whole windows 8 modern UI, because it seems that everything from the modern UI is not working.

Edit: I noticed something strange, when I arrive at the dark blue login screen after starting up or awakening it from sleep or hibernation, and I click on the internet icon on the bottom left of the screen, the menu on the right of the screen appears like it does with the charms bar and says 'Networks' like normal. So that might mean, the UI is still there or something of the sort.
And also, when I disabled the Start8 software for the menu completely and started up the laptop, it goes straight to the desktop instead of going to the Start UI. With Start8, it skips the menu, as a feature, but it's off so that might also mean that the UI is disabled or deleted. It's weird.
Could it just be that Microsoft is listening to us and taking the whole 'modern UI' thing out of non-touch screen computers??

Please help or give a response as soon as possible because I can't get internet on the laptop and I need internet : P

If still nothing, insert the Windows 8 disk and run the System File Checker.
1. Insert the Win 8 Disk
2. Open a Command Prompt Window and type ¨SFC /Scannow¨... the system file checkere should scan the system and replace system files if any are missing or corrupted.

EDIT: If you removed Start8 which also adds the Desktop, and you can't see Metro, What do you see where the desktop or metro should be?
It's probably the Start8 causing the problem.... disable it and use this registry tweak.

If it doesn't help, install another Start Menu program (Start8 type)... some are good and some are not. I have used StartIsBack, Start8 and ClassicShell... 1st one was $$, Start8 was a mess, Classic Shell has worked pefectly. All have some way of toggling back and fort from Start Menu/Desktop to Metro/Apps Store.

That's exactly what I did, I disabled it. It has the same problem and all I want is the metro stuff back, like the charms bar and the start menu. None of the metro stuff work, like when I click on the internet icon, it doesn't work neither does the windows key in general, the windows key is almost useless, the only way I could use it now is by enabling start8 so that I could get the start menu. I can't do much without the metro stuff like the charm's bar to search and the windows key shortcuts and whatnot. I just want the metro back.

Edit: I just checked the registry tweak thing, and there's no RPEnabled in the Explorer folder.

Well, there you have it.... create the RPEnabled value and leave it with 0 in the data field.

You probably have to remove the Start8 program so the Windows 8 default metro and charms bar come back. And if you want the Windows 7 look and feel, install a different program... Classic Shell has the options to enable or disable the Charms bar and a way to toggle between Classic and modern GUI (Metro/Apps Store). Use Revo Uninstaller to remove the Start8 program, all it's files and registry keys and values so that whatever is causing the problem is removed.

StartIsBack has a more functional toggle between metro/apps store and Start menu and Desktop... I think it's about $3.00
 
I completely uninstalled start8 from my computer and it's still the same. I can't get anything metro.

Edit: I made a new DWORD value in the exlorer folder in redgedit, named it RPEnabled and left the 0 in the field, restarted and absolutely nothing happened

Solution
The link to download the program on the site you gave me is not working. I don't have a windows 8 disk because I got windows 8 with the laptop. The computer starts straight to the desktop and the metro is not seen whatsoever.

Is it Windows 8 or 8.1?
If 8.1 you may find a toggle to Metro in the taskbar.. can't recall exactly where right now.. I'm on windows 7. Right click on the right side of the taskbar or system tray. If Windows 8, somewhere in the Control Panel...

Installing Classic Shell may help... after installing it, right click on the Start Button and click Settings / Windows 8.1 tab / Skip Metro Screen / remove he check mark.
On Disable Active Corners / mark None.

 
I believe strongly now, that the problem has alot to do with the update since I checked the update history and it said the update failed so the files might have gotten corrupted. I am doing an sfc scan right now and will install the next update that there is for windows 8.1 after the scan is done. Hopefully that resolves my issue. I will get back to you with what happens.

It did the trick!!! My windows is back to normal! It was the update....and we were blaming it on poor Start8. :|
I did the sfc scan in cmd prompt and restarted. There were alot of corrupt files but the scan fixed it. It restarted and implimented what was done in the scan and updated windows.

That's what I suggested on my third response... For coherence, and so users having the same problem can easily find the right answer, please move the Best Answer selection to my third answer.

 

You do need a Windows disk... What was that you did... you need a Disk so SFC /Scannow installs new system files, so how did you run it?. Do you have a recovery partition? What did you type on the command window?

Windows XP SFC Scannow needs a i386 folder which contains the installation files. They can be anywhere in the HD.. Recovery partition, or within the Windows folder. From windows Vista onwards they use the Winsxs folder. So SFC may have copied the installation files from that folder but it may have needed a switch and a path to the files.

The program may or it may not ask you for your Windows installation disk. If it doesn't this means that it wasn't necessary to replace any files, or that it copied them from somewhere on the HD. But still it may have needed a redirection switch to the folder location.

I opened cmd as administrator and typed the command: 'sfc /scannow' and after waiting for about 3 hours it said Verification 100% complete and said something about finding corrupted files and fixing them and it said that the log was in CBS.log. It also said to restart the computer, I did that and it installed it for about 15 minutes and when the computer started, voila! It worked like normal.
I did not need the installation disk whatsoever. And plus, I don't have one, windows came pre-installed on the laptop.

I just ran a SFC /Scannow and it did not ask for the Windows disk... it takes files from the HD... probably from the Winsxs folder. I did not take the time but it completed in some 15 minutes, and it did not prompt for a restart... so your system must have had many more corrupted files. Following is a copy of the SFC Scan.

It said about the same thing, but took way longer probably because my laptop is only a 1.3 GHz processor(really slow). And it did not prompt me for a restart, but, when I restarted, it did update files.
