Source games at half performance after performing a clean install of Win 10

First of all sry if I make grammatical mistakes, English is not my first language
So, a month or two I decided to switch from win 10 home to Win 10 LTSC since everyone says it's better for gaming, but before I decided to do this I used to run Counter Strike 2 at 130 fps in average, and I get like 90-95 fps in the menú when u open the game, so after the clean install of Win 10 LTSC I noticed that sometimes when playing CS2 my game feels awful, it was running at barely 40 fps in dm, I went to the menu and I still got 45fps, this started happening often, sometimes I open the game and I got 90fps in the menu and that's how I know it's gonna be playable again with 120+ fps in my matches, I tried other games like valorant, it takes two and League but they all run at their usual performance (same fps as before the clean install), then I tried L4D2 and it had the same issue as CS2, but it's confusing since it uses Source and CS2 uses Source 2, I used DDU to install previous drivers and it didn't work, my cores are not parked either, then I thought maybe it was a problem with the iso so I downloaded another Win 10 LTSC but this time from a different source and made another clean install but the problem was still present,sometimes I get 45 fps in the menu and sometimes 90-95 and that tells me how it's gonna perform in a match, now today (a month later) I decided that maybe it was a problem with the LTSC version so I went for Win 10 home again and the problem persists
It happens with Deadlock too, sometimes nice fps, sometimes at half, my temps are fine too and I tried different driver versions
I have a good old RX550 and please don't tell me to update cuz like I said this issue was not present before the clean install and this only happens with source/source2 games

Reading all that would hurt my eyes, so, i didn't read that. I only read the end part with sys specs.

I have a good old RX550 and please don't tell me to update cuz like I said this issue was not present before the clean install and this only happens with source/source2 games

As hardware ages, it's performance will drop.

Your CPU is 13 years old. Same goes to MoBo. You have very little RAM. 8 GB isn't enough in today's standards. 16 GB is minimum, while latest AAA titles are looking at 32 GB RAM. And GPU has also seen some years, being 7 years old as of now. But when RX 550 was new, it wasn't high-end either. More like entry level.

So, i won't say to just upgrade the GPU, but instead better to look towards completely new PC.
Or if you're adamant that it has to be game issue, then you can contact game developer and ask them for solutions. Since after all, devs made the game and maybe they have pointers on how to optimize the game on such an old PC.

But i still think that your old PC has aged so much, that it impacts the performance. And OS clean install was just coincidence when PC performance dropped.

Yep sry, but it still doesn't make sense that this does not happen all the time, and it's only with source/source 2 games because all the other games run as good as always

I used to get almost the same fps (in average) in CS and Valorant but whenever this issue appears I get half my usual fps ONLY in CS, I could close it and open Val and I will get the same 130-140 fps I always get without restarting the pc 🙁

Then it is the game issue. Either something changed with the game (update) or GPU drivers.

With GPU drivers, running the latest ones isn't always good thing. Since there can be instances where latest drivers are "bad", causing issues.

I've had this happen to me years ago. Updated to the latest drivers and some specific games refused to launch, despite working fine with older drivers. So, i uninstalled latest drivers and downloaded version or two older GPU drivers, which put my system back into working order.
Nowadays, i even don't update GPU drivers AT ALL, until i ran into specific issue that needs newer GPU drivers (last such thing happened with The Talos Principle 2, which required few version newer GPU drivers than i had running).
