at first i thought it was ARK: SE, but later that night i happened to open Halo reach, and same thing. then yesterday it again happened with RDR2...im stuck because all 3 games were running at 60fps when it happened. i've tried restarting computer...but whenever i open ark, it just does it again.

Solution
i checked my radeon overlay thing the CTRL-O OSD, and it said the gpu usage was fine, normal and all. everything looked fine, but seems whenever i open ark, with msi AB + RTSS open it just shows incorrect numbers. im not sure yet. im not really worried about it at this point...but if anybody has an answer i'd be happy to hear

The way I see it, if its not causing an actual issue and you are still getting a smooth 60 fps, I wouldn't care a hoot about the CPU usage. Its an older CPU based on older, far less efficient architecture than the brand new Zen 2 architecture for instance, so you should expect it to have to work a lot harder to achieve a decent frame rate, especially in games as demanding as Red Dead Redemption 2. As far as MSI Afterburner, it wouldn't be my first choice as a monitoring tool anyway. I personally use AMD's overlay tool, along with 'Remote System Monitor' linked below, which you have to install on your phone, and you can install AMD overlay on your phone as well. Its an excellent tool, and the only reason why I can't give it a 5 out of 5 stars is because it doesn't show the actual VRAM utilization, only its clock speed.
