Speedstep (EIST) limits i5 4690k CPU clock speed to 800MHz

So earlier today I accidentally turned off my desktop from the mains while it was asleep. I don't know if this is the cause, but since then my computer has been running really slowly and everything is taking ages to load.

I found out that for some reason my CPU clock speed wouldn't increase beyond 800MHz, and the only way to stop this is by disabing Speedstep in the BIOS. But now I'm worried that if I don't have Speedstep active my CPU will "burn out" quicker so I was wondering if there is any way to fix Speedstep?

Your CPU is not fully compatible to the currently installed BIOS version. The CPU is supported till version 1.2, so flash the up to date BIOS version 1.D

Please don´t use live update or similar windows flashing tools. If windows or the windows tool hangs e.g. while doing an automatic update or restarts automatically, the BIOS will most likely not be able to boot your system anymore. BIOS would be corrupted.

Safest way is using M-Flash within BIOS:

Intel SpeedStep Technology is for power saving, power conservation that allows the clock speed of the processor to be dynamically changed to different power states depending on the CPU workload.

Disabling SpeedStep will cause your system to use more electricity. It will not cause your CPU to burn out. You would need to increase voltages for overclocking to increase heat levels to a point where the CPU is at risk of burning out.
 
How exactly do i reinstall chipset drivers? Are these just the graphics drivers you can download from the website or are they something else?

EDIT: forgot to say earlier that I ran the system integrity check and it didn't find anything
 
I tried to install the Intel® Graphics Driver for Windows 7*/8.1* [15.36] driver from the Intel website but it said "This computer does nto meet the minimum requirements for installing the software". I have also checked on Device Manager and it says that the Driver date is 21/06/2006 which I don't think is normal.

EDIT: The error message is now "This operating system is not supported"
 


Ah sorry I got confused. I have an Intel i5 4690k CPU and an MSI z97 Gaming 5 motherboard.

I ran Coretemp when idle and the temperature was around 40C both with EIST enabled (clock speed was 800MHz) and disabled (clock speed was 4.2GHz).

inf driver should be the correct one

in idle the 800MHz are fine, enable speedstep, better reset the BIOS by jumper.

Does the frequency increase while running under load with e.g. the tool "prime95" version 26.6 (option smallFFT)? How hot is it getting then?

Which BIOS version is currently on the motherboard? Should be displayed within BIOS.

My BIOS version appears as: E7917IMS v1.11. I ran Prime95 with Speedstep enabled and the clock speed stayed at 800MHz. The temperature was around 45-50C. Is it safe to update the BIOS? I've read that it could ruin the motherboard.
 
you can find last intel chipset driver in MSI web. find for "MSI Z97 gaming 5" and look at support page for your mobo.
I think exists msi utility "live update" that find for any upgrade for your mobo.

prior to update the BIOS you can try "load optimitzed values" (or some similar) at BIOS or clear CMOS.

Update BIOS it is a step with risk. You must do it with care and knowing perfectly what you are doing at your risk. I think msi utility "live update" has a option for it. The main risk is if power goes off during update. If you do not use UPS avoid any action that may cause the electricity to go away (such as connecting another device at home during the update) or while a storm.

Update BIOS only if a malfuction occurs. Look carefully at the description of the pending updates to assess if you need the improvements provided and decide if they are worthwhile.
