speedstep not working on pentium 4?

i have pentium 4 661
i turned on speedstep in bios (set to automatic)
using some cpu monitor softwares i find out that my cpu is using all of it's power so my core speed is 3.6 and is now on 3.6 while it should be lower than this
note:my windows is set on perfomance mod so perhaps this is the problem?
note:i dont need speedstep just want to know why

Yes, the "High Performance" setting is the problem. Set it to "Balanced".

In the BIOS, instead of "Automatic" for Speedstep, try "Enabled".

Try Minimum and see if it will still speed up when necessary, like playing a game or running a stress test.
