Question Speedtest Discrepancies

I am unsure if there is an easy answer to my question:
I run a speed test (Speedtest for Chrome) on my laptop and achieve 150Mbps. I compare this with two alternative speedtests (one being Ookla) and they all agree. While sitting at my laptop, I run the Ookla Speedtest on my phone and achieve 19Mbps consistently. I then use three alternative speedtests which all achieve around the 150Mbps.
Is there a reason that the Ookla speedtest is unable to perform correctly on my phone?

Ookla seem to be like many other companies doing everything they can to take data off your devices to sell to data brokers. For quite some time I have also seen ookla not function properly on my phone. Most times it only report download speeds but other times it also has issues with slow downloads.

I have always just wrote it off to there constant nagging to install their app rather than run it in the browser. I would not be surprised if they have intentionally degraded the web version when it run on a phone to try to get you to install their app that has all kinds of demands for access to things.
