I was adding some thermal compound to my computer, but when i was finishing up some ran off on the mobo not a lot but a very thin line. Is it safe to power on or am i screwed?

I'm not comfortable with putting fluids on my components is there any other way?

This quote is from the Artic Silver website: "Not Electrically Conductive:
Arctic Silver 5 was formulated to conduct heat, not electricity.
(While much safer than electrically conductive silver and copper greases, Arctic Silver 5 should be kept away from electrical traces, pins, and leads. While it is not electrically conductive, the compound is very slightly capacitive and could potentially cause problems if it bridges two close-proximity electrical paths.)"

So you should try to remove it before it starts to dry out. The reason a high % alcohol is recommended is that it will dry quickly and not leave any water.

I only have 70% right now will that work?

I have seen some recommend 90-95%, but you should be OK with the 70%. Just make sure you let the motherboard dry completely before powering it back on (maybe a couple of hours). Of course, unplug the computer from the wall socket before doing anything inside the case.

welp 70% is a no go read the labels said don't use 4 eletrocautery purposes, I'm guessing that mean electricity.

Will do thx.
