I have an Orico hub that is connected to the computer. This hub has 16 ports of which there are 5 SSD & 3 HDD portable drives plugged into this hub. Problem is that the computer is continuously & randomly turning the connected drives off & on. I believe it is some sort of power saver function. I've researched this problem on the net. There were a couple of solutions or fixes suggested but none of them worked I am back to square one. I am really concerned about the possible damage this my inflict on my drives as sometimes I get error message indicating that it needs to scan & repair - but it finds no errors.

Look in device manager/usb controllers there is a power save option turn it off.

power options not in device manager go to control panel
=======================================================
The power options are not in the device manager. To access them, go to your control panel, Hardware & Sound, Power Options, click on the left panel option to Create Power Plan and select High Performance.

When you get back to the Power Options screen, click Change Plan Settings next to your new plan. You'll probably want to select the Hard disk section to never turn it off and also the Sleep option to disable hibernation.

The above text worked for controlling power options - I no longer have this problem - SOLVED!!! My portable are all staying connected. I tried all possibilities in the Device Manager but nothing worked. I googled this and found the solution to my problem
