Hey there, Keric6977.

Would you please post a screenshot of what you see about the drive in Disk Management?

Basically when dealing with an SSD it would be best to secure erase it via its manufacturer's tool (most SSD manufacturer's offer specific tool for their drive with which you can monitor their health, update their firmware, secure erase them, etc).
You could also try a low level format via Diskpart:
1. Open CMD (Command Prompt) as administrator.
2. type diskpart and press "enter"
3. type list disk and press "enter", you'll see all the storage devices connected to your computer and you should be able to recognize the drive you wish to format by its size.
4. type select disk X and press "enter", where X is the...

4. type select disk X and press "enter", where X is the number of the drive you wish to format, so make sure that you've selected the correct one - e.g. if the drive you wish to format is disk 1, type "select disk 1"
5. type clean and press "enter", then wait for the process to finish. You should see a message along the lines of "Diskpart succeeded in cleaning the disk".

After that you should initialize the drive in order to be able to partition and format it afterwards as you see fit. Here's how to do those things:
How to initialize or write a signature to a secondary hard drive or Solid State drive in Windows & How to partition and format a WD drive on Windows and macOS.

Hope that helps.

Solution
Convert it then to a Mbr type disk if you intend to install a working os on it.
Or convert it to a dynamic disk if you want to store data on the drive.

Once formatted right click on the left most box of disk management console, and set the drive as online status if not already set or enabled Keric

The SSD drive will then be presented in windows file explorer to use, and you will be able to read from the drive, and write files to it.

What`s the problem ? have you not done it before ?

If the drive does not show still in windows file explorer, go back into disk manager of windows right click on the drive in the main window select change drive letter, click on the change tab in the new window box that opens.

To the right in the next small box window select from the pull down menu a drive letter assignment for the drive listed from C to Z.

Click ok, then ok in the previous box.
Why? because you cannot have two drives connected to the system, or running through windows that both have the same drive letter assignment attached to them such as D: and D:

One will be canceled out and not be seen in windows file explorer or my computer. Each drive has to have it`s own individual drive letter assignment ok Keric. from a C:\ listing to a Z:\ listing.
