Question SSD reading speed very low while playing games from Steam

I'm not sure if this problem is caused by Steam, but all games on my 2nd SSD are running slow. I don't have any issues with it other than that. Tests (crystaldisk) show everything normal with a ~550mb/s read and write speeds.

Moving the game to another disk, even an HDD, makes the issue go away, but the whole point of this 2nd SSD is to act as storage for games i actively play.

Any ideas?
 
Kingston SA400S37960G (basically a 1TB SSD)

Full specs:
  • MOBO Asus Maximus Ranger VIII
  • Intel i7 6700
  • RAM 16GB Hyperx Fury
  • VGA Gigabyte 2070 super
  • PSU Thermaltake 750W
- Windows 10

- 2 SSDs and 2 HDDs
--C: |OS, and program files/application| Kingston SH103S3480G (480GB)
--D: |More storage for Steam| Kingston SA400S37960G <<< where the problem lies
--E: (storage) HDD by WD 2TB
--F: (storage) HDD by WD 1TB
 
I have run the manufacturer's diagnostic software, the SSD is 100% ok.
I have tried downloading and playing a game from Uplay, i have no problems there, at all.
This makes Steam the only culprit?
 
I know that. Games on another drive work well, even on Steam.
I have experimented with a few games already, the problem is solved if it's on another drive, even if it's an HDD.
Games that aren't on steam on that drive also work well.
Also worth noting that backing up games using the steam method is also slow.
