Currently, my planned build (nothing bought yet) is a gtx 950, pentium g4400, rosewill case with built in 400w psu, ga-h110m-a mb, and 8gb ballistix ram. The cost totals around $350 after tax (Which is my limit). As of now, I planned on just using some old HDDs I had for storage. But if I got a gpu for around $199 (750 ti, maybe RX 460 if launch isn't terrible) I could get a 120gb kingston uv400 ssd

1. top priority should be your GPU for such a budget build.
2. SSDs are nice but not necessary specially when you want to save money. it helps with booting/loading times but doesn't really affect your gaming performance much.
3. like said above, I would recommend looking in the 2nd hand market first to see what deals you can find, either e-bay, craiglist or your local facebook selling groups.
