Question SSD with SATA to USB dosen't work on laptop but works on desktop

Hey,
I have the Samsung 860 EVO 250 GB SSD, and i have the DELTACO USB to SATA adapter.
When i connect them to my desktop, it runs slow but it works i can read/write and use the SSD as a portable drive.
But when i connect it to my laptop (Surface book 1) i can see what is on there but i can't open any file, i can't delete, rename or add any file, because when i try it freezes and Windows Explorer crashes and i have to unplug the SSD so Windows Explorer can restart.

Extra things:
I also have a seagate drive(2.5') that works on both the laptop and the desktop.
I also had a hard time initializing the SSD on my desktop i had to plug it in as an internal SSD before i could format it.
I used the SSD as a primary drive for my macbook pro mid-2012.

Sorry for grammar, and if the question already has been asked, but i haven't been able to find any answer so far.
