Stable fps and frametime, but still micro sttutering

I'm playing Witcher 3 on 30fps maxed out, vsync on and i locked the fps in rivatuner to 30, so i'm getting constant 30 fps with 33.3 frametime. Still when i'm moving in game and i try to fix my camera in the certain direction, it goes smooth for a while and then it gets a few micro sttuters and then it repeats. It can be felt regardless of the camera position but this way i confirmed that it is happening. It might not sound like anything crazy but it can break the immersion and get really annoying, worst of all i cant seem to find what is causing it.
 
Unless you have a 30hz screen you are sending 2 frames in order to the screen, That may or may not be a part of it.

Do you have a 1000hz mouse? some games seem to skip with 12xhz mice(I noticed that in the first Bioshock game).

The game loading textures may also cause some of the spikes/skips.

I don't think its the first one, because it happens every 5 seconds or so and it would be kinda constant if that wa sthe problem, stuttering can appear even when i'm not moving my mouse and the third one i can't disapprove but it seems to still happen even if i'm moving around the same location with already loaded textures, so far the third one seems like the best explanation but i can't think of a way to fix that, i might lower texture quality and repeat the test to see if it happens.
