[SOLVED] Standby memory keeps maxing out super quickly

I have 32GB of RAM and the Standby memory keeps filling up within a minute all the way to 32GB. I have installed ISLC which clears it, but because it clears it so repeatedly due to it maxing out so fast, it keeps making my computer stutter.

Is there a safe spot? Should I clear it when it gets near 8GB, 16GB, 24GB? Any suggestions?

I just have the default Windows Security. I turned off Smartscreen and realtime scanning.

I'm using Intelligent Standby Cleaner to get rid of the cache.

I mean what utility/tool running in the background that might be causing memory issue? rgb lite app? any motherboard tool?
