It isn't what version the internet cafe has installed. It is essentially how long your Battle.net account is good for to play SCII. I am in South Korea at the moment and one of my Korean friends who plays Starcraft II said that he can buy a 1 day pass for about $2.50, 1 month for $10, or lifetime for $70. Since so many people in South Korea use internet cafes and wouldn't necessarily play SCII everytime they go, a tier structure like this works better for some people. Also since some people can't afford to straight up buy the game, this allows them to at least play it some until they can. He is in the Korean Army, he only gets paid about $80, so $70 for the lifetime pass for the game is a pretty big purchase.
