Sorry for the wall of text but I feel its necessary to cover all the steps I have taken so far...

While using my PC, after a while it seems to stop working correctly. The taskbar wouldnt let me click on anything, if i had opened a video, after a while i couldnt click on anything (play, double click for full screen, etc). It seemed to happen randomly or after using 1 program for an extended period.

Hitting ctrl alt del worked but only after i click on the screen will it register my mouse being on any of the options. Once i exit this screen everything worked fine again... until it happens again, sometimes less than an hour later.

I ran virus and malware scans, updated graphics drivers (saw that as a recommendation somewhere) and also run a system restore to about 3 weeks ago (this has only been happening since about 7 days ago or so) and nothing has worked.

I was recommended to run a clean boot, SFC scan and DISM.

I didnt perform a clean boot, only due to having the issues persist while in safe mode while i was performing my system restores.

i ran SFC and got the following message:

I ended up just doing a full clean install off my Win10 USB. Seems to have fixed the issue to a degree, however then I couldnt click on anything in the start menu or adjust volume using the system tray. All I had installed so far was my GPU driver, anti virus and web browser.

I reinstalled my Graphics Driver and my Sound Driver (I believe audio through HDMI in a graphics card is linked to the GPU driver), and no change.

I ran another SFC scan, which failed at 15%. DISM seemed to complete correctly, but no difference.

I ended up backing up my storage HDD and wiped and installed Win10 onto the HDD instead of the SSD, so am now running a clean install on a completely different storage device, and still the issue persists. Cant adjust sound using the system tray, and while I can open the start menu, I still cant select anything (I have to use CMD to shutdown/restart my PC atm since I cant select it in the start menu).

I have also noticed while reinstalling that there are times the initial issue where I had to hit ctrl alt delete to be able to interact with object on the screen was happening while booted into the Win10 installer via USB. I couldn't type my product key in, until after I hit ctrl alt del, and then it worked properly afterwards.

Is it possible that the issue is hardware related, and not software? I have tried removing and reinstalling my GPU and RAM, along with removing the CMOS battery. So far nothing has given me any results.

For what its worth, I purchased all the Hardware for my PC less than a year ago.

 
Solution
The default value only means there are no policies to restrict usage of any kind. Have you checked for registered system errors?
1. Maybe in the Event viewer..
2. Check the Group Policy Editor for enabled policies (none should be by default but who knows what causes the issue that may enable restrictions)

sorry, I forgot to include that I had also tried the fix I have seen using powershell. I have tried it on every installation, including my most recent on the different drive.
 


I have the Windows 10 Retail USB. Used it to install Win10 originally and hadn't had an issue up until now

do you think its possible that something could be wrong with it?
 


My internet is rather slow so it takes a while to download all the updates. I guess my install is as up to date as the day i installed it originally last year.

Are there more recent versions of the installer available that include some of the updates?

Its just worrying me that its potentially a hardware issue in someway but i cant see how. As i said, one of the issues ive been having persisted even during the installation process...
 
The issue happening during the Windows installation process could be related to Hardware or Software:

1. HARDWARE:
a) RAM
b) PSU
c) USB Issue:
• due to USB port damage
• due to USB drive defect

2. SOFTWARE:
a) Windows installer issue, due to USB Installer Maker software error.
b) USB 3.0 driver missing
 
Ill download the iso from microsoft tonight and use the media creation tool to make a Bootable USB. Will see how that goes.

Would it also be better to use the USB 3.0 ports on my MoBo or on my case?

I have noticed that when i attempt to install the USB 3.0 drivers i can download from my MoBos support page, it claims my system doesnt meet the requirements to install. Tbh i cant remember if i even installed all of the software available for my MoBo when i first set up my PC.
 
Better avoid USB 3.0 ports unless you install the drivers.. if you have the motherboard Disk the drivers should be included.. if not, better use USB 2.0 for now. If you were using a 3.0 USB port when the issue happened, try the same Windows installer in a 2.0 USB port and see if it makes a difference.
 
I do have the MoBo disc... but when i built the pc i never installed a disc drive (didnt need one at the time lol).

I will use one of the usb 2.0 ports on tbe motherboard i/o to take any factor the case i/o may play out. Had to sort an assessment out last night so will do so tonight if i have time
 
SO i was advised on the microsoft forums to try adding a new user... and on the newly created user, everything seems to be fine so far (still early days though lol)

what would be the cause of this? and would that potentially fix the problem again if i were to reinstall my OS back onto my SSD?

Edit - problem seems to have come back. Watched some youtube for a bit and taskbar isnt working properly again...
 
It's some kind of policy setting.. I fixed it around mid year last 2016, before finding this Powershell fix, a registry edition took care of it.. I can't recall by now and I can't check the registy because it was a relative's laptop and I'm right now in Windows 7... but I'll see what solution I can find online related to the registry.

A new user account would fix it if the registry policy is in the HKEY_CURRENT_USER but why it changes on it's own may be related to spyware or some other bug... so I can't assure a malware scan would solve it but there's only one way to find out. If that doesn't fix it, it will probably be a Windows bug... but I can't tell why it changes on it's own though it may be related to a Windows update.

A slightly diferent version of the Powershell fix, say's the Windows Firewall service must be running. Must be in case users have a third party or antivirus firewall installed. So, in case you have that, it will be why the fix doesn't work.

A fix that may take definite care of it, may be installing a Windows 7 type Start Menu application.. I've read that the one that's used in Windows 8 called Classic Shell (freeware) works in Windows 10 so if you care to try it out while I find a solution... here's the link:

It is a Windows 10 bug... at the end of the article it says "As Microsoft stated, they are aware about this issue, and developers are working to fix it".

There are many fixed for this and other similar system issues.. this issue can disable the Start Menu, the taskbar and Cortana... but seems that Windows 10 is plagued with bugs, one I have is that it runs short of memory with 30 or less browser tabs open... Windows 7 can have 135 or more and keeps working.

As I said there are many fixes and one of them might work... there are so many that I can't explain every single one so I'll just paste the links and maybe update the list, so you can read including the user comments section. They come up with other fixes that are not included in the articles.

Ill give these a shot when I get the chance and will get back to you.

To a degree im still completely baffled by how I still seem to get an issue during the windows 10 USB installer boot (with both my SSD and HDD wiped) where my mouse and keyboard wont interact with whats on the screen until I hit CTRL+ALT+DEL, but if one of these fixes the issue while actually running the OS, ill be happy (don't need to fresh install on a regular basis when everythings working as intended lol)

I will let you know how it goes.
 
Go through the Registry, and check all the keys related to User Policies (starting with HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies), and check if and which values are there to restrict the use of the Startu Menu and Taskbar and possible Cortana. If you find policy vaules that are enabled with a 1 change the one to a 0. and see what happens. Whichever value you find google it to know what it does or if it limits the use of Start Menu, taksbar cortana, etc. and start considering and peparing for a Windows reinstall.
