Start button issues

What actually causes the windows 10 start button issues? I don't care about a fix I just want to know why it does this and why Microsoft can't fix this blatant problem.

Hi it's the intermittent function aka it works randomly

I've had that issue but as im now "Windows 7" its pretty anoying i can say, i uninstalled drivers in device manager (for mouse and usb) and with keyboard searched for devices and it would reinstall and that usually fixed my problem.
