Win2K did not come with MSCONFIG. You have to install an alternate version, either from Win9x or a beta of WinXP.

I'm not sure I understand the question. Are you asking how to run programs at the start up of DOS? Or are you asking for the DOS friendly path to the start up menu?
Either way to start programs with DOS use the Autoexec.bat if you're referring to the path it's:
C:\Documents and Settings\All Users\Start Menu\Programs\Startup
In order to use it in a DOS environment such as a bat file put translate it to 8.3 format. Which is:
c:\Docume~1\Alluse~1\StartM~1\Programs\StartUp
