Question Start up Blackscreen with Command Prompt

Hey everyone. I am having a rather extremely annoying issue. I restarted my PC normally, hit restart with the windows button. Now I log in and bam, got a command prompt with System32 on it. I understand a few things. First to figure out what it was I started ending a bunch of tasks and ended Shell Infrastructure Host. That instantly restarted my Desktop back to normal. Now when I restart I had to do that again. Then i figured out just typing "explorer.exe" in the command prompt gives the same results. I created a new user that is temporary, and what do you know I can restart to that account perfectly fine. I am a complete loss of what happened. Any ideas? Thank you so much for the help!

I would try to revert to a restore point of before it happened.
Or do a repair/restore of windows.

Yeah i tried a restore point put it says it's corrupted or damaged.
