Start up error

So recently an older HDD of mine died after sometime. I bought a new one and am having trouble getting the PC to notice my Windows disc inside. This is my first time ever downloading windows onto a drive. Not sure if it matter, but my Mobo is a MSI Gaming m5 Z170A and my CPU is a 6600k. I nearby tech place gave me a windows 10 CD since I had a registration key already. Whenever I turn the PC one with the disc, it takes me to a black screen and tells me to "Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key." Not sure what I'm supposed to do. I've changed my boot order so that the CD drive is 1st and I still get the same error. The HDD is fine, i had it checked out at a local computer repair shop. Any tips would be highly appreciated!

did u select uefi usb key as 1st device? it should boot into the installer, not to the blank screen you getting.

did you watch video? you can set the order the pc looks at devices if you go into the advanced boot menu
So I made the USB Win10 download on an older XP PC. What should be my boot order now? I had the first as "hard drive" and I'm still getting the black screen saying "Reboot or select proper boot device or insert Boot Media Device in selected boot device and press a key" I know the PC is reading the USB because the light when data transfers is going off. The HDD isn't corrupted or anything, so I'm really lost :/

Oh thank you so damn much. You're a life savior. I have one more issue though. It's telling me I can't install Windows bc "We couldn't create a new partition or locate an existing one" What do I need to do?
