start up issues.

I built a computer not long ago. The power supply has a little bit of power whine. Sometimes my start up items don't start up. I've had a few usb issies from the front case ports. And recently on start up my video was affected. Got a strange grid pattern accross the screen yet everything was working, could see past the grid, see the desktop etc. Usually graphics card works flawlessly with good performance. Could it be a psu problem?

It's a Coolermaster v650. Read good things about it for the most part. The display issue has only happened a few times and a restart cures it, so must be a start up issue as it only happens then.

Am planing on returning the psu soon, but don't want to bring everything in for testing right now as that would be a hassle. Nor do I have enough parts to test everything here.

I have been using Asus GPU Tweak. It is set to run at startup which is why you can see it behind the distortion in that picture. The thing is that my GPU is not overclocked on startup. I have to manually enable overclock mode or custom profiles. Also, I have successfully overclocked my Asus gtx 960 strix oced edition to 1500 Mhz base clock with no issues, it performs. I haven't gone further than that and the factory base clock is 1291, I believe. The distortion only happens after a funny start up and sometimes my start up items don't load up or load very slowly. All these issues grouped with the other issues leads me to believe it is more likely some other problem, not the GPU. Could it be a power supply related, since I've had other minor issues, or even a mother board issue?

I've just replaced my PSU. Everything working well so far. No power whine this time, at least not yet. I'll update if any of the other issues do or don't show up.
 
I have been using my computer for about a week with my replacement power supply. Everything seems to be working well.

I do get a little bit of power whine from the new power supply, but not much. I hear that certain builds could cause power whine, as if some components from certain brands don't work well together. I may try throwing some epoxy on the coil, but no time soon.

All of the other issues I was having seem to have left with the old power supply, and hopefully they wont come back (knock on wood). I have had a few non recurrent blue screens, which I believe are driver related.
