Starting up windows 10 PC doesn't work properly

So i have a game pc with windows 10 on it and lately it is acting weird when i start it up. So when i sart it up it gets stuck at the blue windows 10 logo without the loading circle or its gets stuck where you can enter you bios( note: i can't enter it because my keyboard and mouse aren't working, because they have no power). then i hold the power on button so that it shuts off, then i start it up again and then it works.
 
It could be one of your drivers doesn't get along with fast startup. Can try turning it off: https://www.tenforums.com/tutorials/4189-turn-off-fast-startup-windows-10-a.html

another option is run start up repair.
from desktop, go to settings/update & security/recovery
under Advanced startup in right column, choose restart now button
PC will load into blue menu
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info
 


So i tried to turn fast start up off, that didn't help, and the sart up repair doesn't work it says the pc can't be repaired with start up repair. the weird thing is the first time the pc doesn't start and the second time it does every time. Also when i try to restart it also gets stuck on the blue windows logo.

that is strange mouse/kb don't work at start up? they should.

Turning fast startup off means PC is actually off when you shutdown. So it should react same way the second time. its behaviour is curious.
